To the Chief of the American Detachment. 

Considering that the bases proposed and accepted by General Moncada do not guarantee peace and tranquility of the country under Don Adolfo Diaz, counting as he does, in reality, on a majority selected by himself in Congress, the Senate and the Supreme Court, and that with time there will arise new criticism and attacks on the Liberals and a new civil war; taking into account also the intense desire for peace which animates us all, and in order that such peace may be effective and lasting, we propose that the two parties abstain from mixing in any way in the affairs of the Republic until there are fair elections.  Therefore, if the United States has intervened in good faith, we propose as a condition 'sine qua non' for laying down arms an American Military Governor assume power in Nicaragua until it may become possible for the Americans to supervise in an efficient manner the Presidential elections.   If this proposition is accepted I wish to state emphatically that neither myself nor my soldiers will accept any money for the surrender of our arms.

I suppose this will find you in the river and I hope that we bring good news, for I sent Mike to the mouth of the Waspuc and came yesterday alone, bringing the same news we had on arrival.  There is nothing new here, Magdalena ended her difficulties the day after you left, May 6, had a boy but unfortunately the poor thing was born with a defect in the nose and mouth, but as Abraham does we have to bear the punishments of God.  I do nothing but the usual things.  Jesus went to Jinotega to see if he could get his (vaja).  If you are still in Jinotega, don't forget to ask Enrique, Pablo, and the Nogueras if they got the correspondence I sent them, also Bonifacio, perhaps some telegrams from Bluefields have come for me.  If it is possible bring me a can of kerosene, 10 lbs. candles, and 6 boxes of oatmeal.  Salute my child's godmother Petrona and the little ones for me.  As there is nothing else to tell you, excuse the short letter.

I permit myself to inform you that I arrived here today at your house and I detail to you a contribution of $5,000.  Taking in account $1,408.47 that they have given in this house to Constitutionalist Forces of this Republic.  My attitude against you, is owed to information that they have given me that you are of Conservative affiliation, and have given the government valuable information, and you are a bother to us and with your spying helped the Conservatives.  The representative of yours in this house was invited by me to accompany me to my camps, meanwhile you give the balance of the contribution detailed to you, but for his pleadings I have left him again in his house.  And so your interest shall not be bothered in this sense, you shall make effective the contribution, because on the contrary you shall be bothered more than what you imagine. The responsibilities of what I do in these moments are absolutely mine.  For which reason you should only accuse me, and if the present causes you annoyance you can apply to your Government so they can chase me.  And tell them to look for me in the Almanac.

Sandino came here and I was taken and made prisoner and obliged to pay the sum of C$5,000 cordobas, they took C$1,358.18 on account which is all that I have given up to date (only to Liberals) as the first part of the Contribution.  At this moment I am in jail and notified to march to headquarters and they will not free me until I pay all.  Having explained the above I leave it to you to think what is best and tell the men.  With nothing more I remain,

A.C. Sandino, Chief General of the soldiers defending the National Rights. 

To the Inhabitants of our Segovia. 

That according to a decree of the Commanding Officer it is decided to change the head city of the Dept to the town under the name of Jicaro, which from now on will be known as Ciudad Sandino, and hence, San Fernando, Ciudad Antigua, Telpaneca, and San Juan del Norte, Quilali, Murra, and Jalapa; San Albino Mine, and the valleys and towns being comprised in this jurisdiction, must be recognized like towns and valleys being under this jurisdiction.  This Command promises to give ample guarantees to all natives and foreigners who are established in this zone, provided they are not in connivance with the invaders of the country, as otherwise they will remain under the energetic sanction of this Command; and at the same time they are hereby warned that he who disobeys this disposition will be chased and shot like an enemy.  All the revenues will be used to settle the salaries of employees which remain organized in this principal city and other towns.  Therefore, any strange order not coming from this command will be disobeyed. The inhabitants of this zone are requested to inform this head city of any movement of the encroaching troops in order to repel such encroachment.  Let it be known to everybody.
