A.C. Sandino, Chief General of the soldiers defending the National Rights.
 
To the Inhabitants of our Segovia.
 
     That according to a decree of the Commanding Officer it is decided to change the head city of the Dept to the town under the name of Jícaro, which from now on will be known as Ciudad Sandino, and hence, San Fernando, Ciudad Antigua, Telpaneca, and San Juan del Norte, Quilalí, Murra, and Jalapa; San Albino Mine, and the valleys and towns being comprised in this jurisdiction, must be recognized like towns and valleys being under this jurisdiction.  This Command promises to give ample guarantees to all natives and foreigners who are established in this zone, provided they are not in connivance with the invaders of the country, as otherwise they will remain under the energetic sanction of this Command; and at the same time they are hereby warned that he who disobeys this disposition will be chased and shot like an enemy.  All the revenues will be used to settle the salaries of employees which remain organized in this principal city and other towns. Therefore, any strange order not coming from this command will be disobeyed.  The inhabitants of this zone are requested to inform this head city of any movement of the encroaching troops in order to repel such encroachment.  Let it be known to everybody.
