Dear General Carlos Salgado,
I am here to have a conference with you over the best manner
of pacifying this department which is suffering from the
horrors of war. I am authorized by the American command. I
have trusted their word because they guarded from Teustepe
to Tipitapa and afterward to Managua. They kept their word,
guarding my person from the attacks of our adversaries. I
have come to have great trust in them. Name a place in
Ocotal for our interview. Bring your staff and whoever you
may think appropriate. From here we will go to a separate
place where we can converse. Do not forget the suffering of
our friends and families. Have faith in our triumph.
